If you want to be able to select who can read what you post on Twitter, go to “Settings” -> “Privacy” and select “Protect your tweets.” This way, only users you approve will be able to see what you post.

Who can send you direct messages?
In "Settings" -> Privacy, you also have the option to decide buy bulk sms service whether anyone can send you a direct message. If you don't select "Receive direct messages from anyone," only those you follow will be able to send you messages.

Block accounts?
If a Twitter user is bothering you, you don't want them to read what they post, or they're attacking you, you can block them: you won't see their Tweets in your timeline, and blocked accounts won't be able to follow you or view your profile.
