It is typical among auditors and consultants to believe that for a boat to move in a better direction, we need to replace rowers with trumpeters. For them, everything is “a management problem”. We like to think of corporate IT as the engine of institutional innovation. But, most of the time, IT spends part of its time managing chaos and part trying to make its own life worse. We spent a decade writing use cases as offerings to RUP. Until agile processes put an end to this insanity. Meanwhile, infrastructure teams built their castles (supported by “best practices” manuals). And now delivering a release is like shooting a fly in a dark room.
